Badger isn't an inactive agent and he isn't letting it rot. He has a ton of players in rookie and prep. Owning a team is very cheap in the scheme of this game and there is a limit to how many you can have anyways. If you are destitute such that you can't afford the team, it's very easy to ask someone else to do it (maybe one of the agents filling the 55 expensive slots on your team).

If you have extra flex laying around that you will never spend, a better use is to have owners GM you and fill their flex banks.
