I do think the userbase is way to stuck on 11 max for Sa's. I've seen WL MVP dots with 15+ in a crucial SA.

If an SA is exponential (each level increases strength as well as chance to fire) it's pretty likely 10-11 isn't the magical "best" number.

It's definitely a more is better situation. But is it like a 11.3 is better than 11 type of thing.
