For the initial sort, effective level is a criteria for placement. It will go oldest player on teams age, effective level, performance.

A lot of people have both types of players,boosting and non boosting,this is a bad change.

Alienate half your customers and expect the business to grow and prosper.

This also screws new team purchases. How is someone supposed to move their way out of the "bottom leagues"? No decent (read non-stat whore) is going to go to a team that had a bunch of non-boosters because he knows they'll get killed when they play a boosting team. That new team will be stuck only getting non-boosters, complete crap builds and a couple stat whores, go 1-15 and sell back their team.

so does that mean that any team that has any significantly older but similarly leveled players could potentially be placed in a league that is far outside their expectant range for fair competition?

The goal for season 20 is "Let's screw up GLB so people quit and we can stop working on it and retire!"
