This entire thread is a joke. If I was in China and could not speak Chinese then a mmorpg where Chinese is used 99.99% of the time would be the last thing that I should be worried about!
To get back on topic, a simple mod application geared towards picking up foreign language speaking mods could work. You simply make them "Alternative Language" specific mods. Of course they'd have to be well rounded and as alex said FAQ mods of such, but it doesn't take too much to hand someone with already basic knowledge the GLBWiki.
I suppose you would need some proof of knowledge of the language, perhaps ask for translations, a paper, anything at all. I mean there's always the IP check for location, but quite a few people who speak the language wouldn't necessarily be natives.
For the actual ins and outs of the games or access to informatiton, I'm sure a guide of sorts could be made up with the popular Wiki links. Hell the FAQ/Guides section should be reasonable/useful in a bit. I'm sure someone could draft up a Moderator pdf of sorts (if one already doesn't exist). I used to moderate another online MMO (now dead) and I do still have the file on my old PC. It was basically just a guide covering policies, expectations, etc. Could quite simply provide GLB policies, do's and don'ts, links, etc.

More ways of getting non English speaking members to enjoy the game could only be good. More money for Bortimus and more players for teams.
