Well, part of the initial idea was that with this training camp it would accomplish two things:
1. Provide a way for players to train without cost to them.
2. Provide an 'incentive' for players to find a team faster during the off season as opposed to stretch it out into the season.
Going in an opposite way would remove those two primary goals. As far as FA's are concerned, just like in real life if you aren't on a team, then you can't participate.
