It seems as if the FBI knew there were plans for a bombing at one of several targets, but did not have more specifics than that. as to the plan to substitute the powder, than choosing not to, it's entirely possible that wasn't a case of 'wanting to aid the bombers' as it was simply a tactical judgement fuck up.
not seeing anything that points to the FBI actually intentionally aiding the bombers. I see more of that they had some information about it, but that info was unclear, incomplete, and also likely improperly used.
for many of us, when we say we don't believe the full story of the 911 bombing, this is what we are talking about. Do I believe the official story that a group of terrorists hijacked planes and flew them into the world trade center, causing them to burn and subsequently collapse? yes, I do. all of the 'evidence' presented to the contrary has been thoroughly debunked. however, I also believe that, similar to what I said above regarding the 1993 bombings, I think it likely that several branches of US 'Intelligence' knew more beforehand. than they are letting on, and that info was incomplete, but then also probably several very bad decisions and tactical errors were made with that info, mistakes and errors that, if they had not occurred, could have possibly led to preventing 911.
