you may be right but as a member of GLB I do not know who you could actually trust in that role without the problem of them showing favoritism or collaborating to help their friends. how can you do that when alot of players play both leagues. I usually start my players in casual and keep them there until around their 3rd season then I move them to regular leagues. so by your example my players would never make a HoF because their stats are from 2 different leagues.

For 1 exclude any member from making a decision on a player of his own or affiliated with.
That would solve that.

not really there is still the popularity side you keep overlooking. seriosuly TN you have a admirable idea but I just couldn't get behind it as long as there are human players making the decision.

You can't avoid that element in the end you need some sort of manual/human interaction
A human would eliminate perma banned users and players that stat whored
Setup the committee like a manufacturing line and assign each member a certain task to send down the line to keep reducing players until theres a final cut.

I think the best suggestion of the thread restart is to restart the HoF with the exit from Beta. Take all the dots that were a certain age at whatever point the sim turned it's evolution and off you go. Everyone before that lives on in the disaster of a ranking system we have today. There's no need to try and fix something that's comparing apples to oranges to aardvarks.
