The point is Regional Pro, since it can expand/retract from season-to-season to accomodate the number of teams there are, is a better place to put crappy high-leveled teams than filling 6 pro leagues with garbage competition.
Keeping 9 static leagues that need to be filled by regional pro promotes rather than having 5 static leagues and less regional pro forced promotes will pretty clearly give the system more room to self-correct. Keeping 9 teams about Regional Pro just makes 2 more competitive leagues and leaves the 6 national pro leagues to their current plight.
