I'd say 100% of the time, I build lower EL numbers than elite EL builders do. I have ZERO cares about EL. Proper L79 builds are most effective; Not some numbering/rating system, randomly construed without adjustments to harmony of SP/VA/AE mechanisms. There are definite combinations in builds by position that rule, no matter what EL they may result in.

a lower EL generally means you could have built the same dot but with higher attributes
a high EL does not mean the dot is elite
a low EL means it isn't elite
a good coordinator can make use of just about any good to elite dot, but given how close WL was before the crash, wouldn't you want to optimize the build as best you can?
