I cannot even begin to give you a number of the times I've seen a wide open receiver... QB makes throw... 3 defenders collapse down from 5 yards away and beat the ball to the receiver. Instant triple coverage... instant failed pass... lucky if you're not INT'd.
On the flip side, at the lowest levels, hard cuts and curls and come backs are awesome because most defenders are all speed... low agility and vision... so when the receiver stops, you get just enough of an 'opening' to make a completion (IF the QB sees it!).
I point that out because that's the pendulum. Too much in favor at the low levels... gone in a blink at the higher levels. IMHO, if I was trying to create a level playing field for the passing game, then the 'ball speed' would be adjusted according to the levels of the players. Lowest levels = lower ball speed... higher levels = higher ball speed. And, yes, you can make an argument about Strength and Bullet doing that but it hasn't worked as it should for a long time. I don't see boosting strength being the answer... or catching and 'bullet' adjustments either. But simply adjusting ball speed would.
