No. You can cut block anywhere on the field. You cannot, however, cut block back towards the flow of the ball (like a crack-back block, for example), or on any Kick or Punt. I used to coach High School Offensive Line, and we did a TON of cut blocking. I can also tell you that clipping is legal inside the tackle box. Better believe I took full advantage of that rule!
I do like the idea here, but while we're at it, can we PLEASE do something about the pancakes? My Guard had 16 in one game last season. That is RIDICULOUS. THREE cakes in a game is outstanding.
