The description lists an extremely vague and indeterminate effect:

It gives the QB a bonus to completing passes less than 5 yds.
The term "completing passes" has a very specific implication to it. Namely everything that is not an incomplete pass. It suggests a successfully caught ball that is not intercepted, not deflected by the person covering the receiver (nor at the line of the scrimmage), and yes, not knocked loose by the defender. All these things are incomplete passes. This SA gives a bonus to "completing passes".
Now based on the information we have available to us, there are dozens of rolls and skills that come into play while "completing a pass".
The question is which of these rolls / skills / interactions is it that is receiving this bonus?
Assuming that the QB has found a target less than 5 yds from the LOS, here are the variables in play for a completed pass (probably missing some things from this list, feel free to add)
QB side:
Physical attributes which contribute to pass quality
VA's/SA's contributing to pass quality
WR side:
All the physical attributes that contribute to catching the ball (vision, agility, catching)
All the physical attributes that contribute to holding on to the ball after it is caught.
His radius of catching the ball.
His anti-swat capability against the defender.
All SA's/ VA's that affect these types of rolls
Defender in coverage:
Swat ball rolls
Radius of swat ball attempts
Intercept ball rolls
Intercept point calculations
Knocked Loose calculations
SA/VA's that affect his abilities as well as those of the man he is covering (i.e. the vision penalty rolls)
Defender at the LOS
Swat ball rolls
See what I mean? We know the catch mechanic in the sim is something like. DB gets first crack at PD, WR gets catch attempt, DB gets 2nd attempt. QB's have to deal with vision, being hurried, pass quality, etc. WR's have their own rolls involved in not just catching the ball, but ensuring that a caught ball is indeed a *completed pass* by holding on to it.
So which of these myriad of variables does Dump Pass effect to provide its claimed "bonus to completing a pass"?
