Good ideas, overall.
For game tempo, I'd like to see more or less an offensive AI separate from the plays for that, so we don't have to create new AI's for every situation in the 4th quarter.
The default would be Normal tempo, which would be the tempo we play at now.
Then there'd be a first half setting and a second half setting (we could make as many of these as needed, but separate from the play AI:
Offense play at ____ (normal/slow/fast) tempo if score is between ___ and ___ with ____ (more/fewer) than ____ seconds in the half.
One group for 1st half and one for the 2nd half.
On fast tempo, there's be automatic things like running out of bounds when possible (and on slow tempo staying in bounds).
BOTH non-normal tempos would lead to a small decline in offensive performance, so a team playing a better team doesn't automatically go to slow tempo anytime it has even a tiny lead (otherwise it would be smart, if you feel the opponent is better, to slow down even with a one point lead in the first quarter; the fewer possessions the better).
One part of this would be some delay of game penalties on slow tempo, to go with more false starts on fast tempo; but also either would lower abilities on offense by maybe 2% across the board.
