On Day 40 there wouldn't be any new Rookie teams yet, and Fay 41 is the Signing Freeze. Wait until Day 42.

The long version is....
Way back, 6 or 7 RL years ago, GLB was a happening place. The staff had to put measures in place, so that they could handle the huge volumes of work they had. There were also some trans that would try to cheat the system by getting a team promoted or demoted to gain a competitive advantage. To help with both issues, a Day 41 roster freeze was put into place so that all teams could be placed into the right league's.
As you may have noticed, all of those issues are now obsolete, which makes the freeze obsolete as well. So is the 2.5 week wait between seasons for that matter.
However, the collective brain trust at Warrior General decided that GLB wasn't worth their time any more. So no changes will be made to the program that makes GLB tick. They also have said that GLB isn't for sale, so nothing will ever change.

At the very least I wish they would allow someone else to buy GLB. I could use some new stuff. No WR End Arounds, Reverses, and Fly Jet Sweeps

At least you can train on a CPU, and if you still don't find a team, are on a roster.

That's easy: I've joined teams and specifically asked not to be on special teams, wind up on special teams. Other guys come asking to sign a dot or two and I when I do their team tanks hard. Sometimes it's a combination of the two. Sometimes the owners are just asleep at the wheel. It's for a number of reasons, but I've largely given up on player run teams.
*Edit: there are also owner run teams who have their own players on them (which makes sense) but I've had them value their own players, even questionable ones, over players who were superior build wise. I don't blame them per say but at the same time it leads me to believe I'd have more of a fair shot with my players and have more (potential) fun when that bias or lack of skill was out of the equation.
But the real question is... why do you WANT to play on a CPU team when there are human-owned teams that are a lot more fun to be on who are begging for dots?
