No need for sim changes in my mind if "sim" means the actual game mechanics.
1. Remove all DPC restrictions
2. Add an OPC (likely the same one Bort uses himself when adding plays) and have zero restrictions on it.
3. Trim roster sizes back to 44
4. Put an in-game VPB allowing dot creation up to L79 but with increasing SP penalties past L40
5. Convert Rookie & Prep into D-leagues (or let them be wastelands for people to learn in)
