It's the same. The only difference is that it adds extra bonuses for passing on lower level teams.

Were the bonuses to passing added at lower levels due to build disconnect between QBs and WRs or is the hand tipped towards the defense in the lower levels because of the way we build our players?

Mainly just because low level players suck at passing and catching. So many people focus on speed, etc.
