I'll retract my earlier post that promotion to Casual Pro was just based on last seasons records.

The Top 8 out of Elite (Maple), the Top 2 out of Competitive (Oak) and the top 2 out of Cypruss are the teams that promoted to Casual Pro.

So being in Elite did have some advantages last season.
