Are the training percentages based on the overall player level, or the total points in that particular skill? Or both?

total points in that particular skill, but you can enhance the training percentages by spending bonus tokens and/or multi training.

GroupOh is right... but it actually is both... in a way. So, it's all about ALG's. Every time your player levels up, they get ALG's added to their skills. More for gold star and less for blue. Also, depends on if dot is 3.0, 4.0, or 5.0 ALG dot. 3's get more gain to their primary skills than 4's... 4's more than 5's. Willing to bet there's a good chart on this out there... I know I've dumped a few myself. Anyways, everytime your dot levels up, their skills go up too. Everytime their skills go up, their training gains (percentages) go down. This can be combated, as GroupOh says, through training enhancements and what kind of training you do. Intense gets you a higher gain than Normal... Normal gets you more than Light... and Multi-training can get you a better % but at the cost of the days it takes to accumulate TP's to trigger it. Likely it's better than the other 3 ways simply because you can train 4 skills at once. But it's gain %, for the main skill, is generally the same as if you Intense train. You just get more BT's and get to train other skills at the same time.
