At what point in build do you start putting points in Special Abilities?

There's 2 answers:
#1 Don't even think about it until you're in the 60s.
Depending on how intensive your SA needs are, usually that last season when you're at 68-72 forever.
#2 Some SAs make the dot much more enjoyable, like Power Thru on a pHB. Do something like that whenever you want.

^^^ this. The answer is you can put them in anytime... but if you don't work out the math you'll end up with a messed up build in the end. Math is the reason most people wait until the very end to put SP's into their SA's. That's the easiest way to do it, for sure. Another reason is, until you've gotten/built all your AEQ you kinda don't know what you'll need. If you're building, it's easier since you know exactly what you're getting. If you're shopping, sometimes you simply get a piece you can't pass by that gives you, as a bonus, points into a particular SA you really want to push. If that happens then you won't need as many SP's in that SA to hit 10 (what most people shoot for). If you're bored... a math whiz... OCD... super nerd with a calculator... whatever, and you want to work out the entire build down to every SP and where it goes? Then you can put SP's into SA's anytime.

The easy answer is don't put any points into SA's until you have gotten all of your skills to a value where you don't need any more points in them to move them above the final cap value for the skills.
Meaning if (without equipment) for example, you want your dot to have 90 speed, 90 agility, 90 catching and 60 stamina (etc for the rest of your attributes) - you focus all efforts on getting those to a point that with ALGs they hit your targets before you spend any points on SA's

Anyways, I would still say just what do you mean by 'aggressive'?
If you mean you plan on recycling this dot BEFORE plateau, then you can literally do SA's anytime you want.
If, however, you plan on KEEPING this dot until it reaches the very end, then what's been posted above is truth and likely the way you want to go.
