I expect it to be that way. It would be nice to win a Rookie title, but not worth it enough to boost my players, or not be able to pay my players and upgrade my stadium. My team is building to compete in the higher leagues, and hopefully will be successful. Maybe if we somehow make it to the Title game, I'll boost on Day 39. Still not even sure about that.
