That's what you get when you take the lowest bidder instead of the best qualified. Stupid regulations on how they do bids and select winners.

But now they bring in the experts from where ever it is,Google,Red Hat ect ect... To fix the abortion of a website.If these experts didn't meet the criteria for the original bid process,how are they suddenly qualified now?Not saying they're not qualified, mind you,just makes me laugh is all.
As far as lowest bidder goes,they have close to 400 million invested into that fucking cluster fuck of a website.

Be my guess that they are using some sort of Emergency type contingency so that they don't have to do some sort of bid process. I know the Agency I retired from had such stuff.
