Im on the case
My theory is that the male discovered this game on August 25th, and convinced his female companion to sign up 41 days later, on October 5th. Having discovered the benefits to creating a new account, and after multiple hours of contemplation, he decided to make his own multi on that day as well. The male does not allow the female an allowance so she only gets the one free player. One week ago today, her water broke and they were forced to abandon GLB mid-session to rush to the hospital, and have now been busy for the last week!
They are back today, but in all the frenzy, can not seem to remember the password to their multiple account, Infamous05, (which they are only priming for their new born child mind you so that he has a solid history when he begins playing 20 years down the road.) and so now poor Stinky Pete sits dormant in your WR troop until the day when he may yet be reawakened.
In terms of Epik20's dots, I can't speak for the specifics of his build, but his effective levels/lolbars are pretty on par with the multis in averageness.
