Pro League Contraction - coming season 31

Based on user suggestions and complaints and after a careful evaluation of the competition at the higher levels, GLB is moving forward with a plan to contract the Pro Leagues from eight leagues to four. We feel that this will improve the competitiveness of the Pro Leagues and will make winning mean more at the higher levels. This will be effective season 31. What the new structure will look and how movement will happen is as follows:
--World League, works as it currently does, top 16 stay, bottom 16 demote.
--Four Pro Leagues (names to be determined) - top 4 from each Pro League promote. Remaining playoff teams stay, bottom 16 demote.
--Regional Pro - works in tiers like it currently does and pulls teams to replace the bottom 16 that have demoted from the Pro Leagues based on how promotions are currently done with emphasis given to the Regional Pro Elite Leagues.
In order to accomplish this, we're going to have to do some unique movements in the season 31 off season to fill the four Pro Leagues (128 teams). This means the normal bottom two demote system will no longer be in place so teams at the Pro Level need to pay careful attention to the following. This is the general plan that Bort has outlined:
We have to account for teams that gut or are sold so we will sort by an ordered list so that we can start at the top and fill down until we have hit 128 teams and then sort by rivalries.
The ordered list will look approximately like this:
--Demoting WL teams, in order of record, normal tiebreakers (playoff wins, playoff games played, wins, ties, points allowed, points scored) - 16 teams assuming no CPUs or guts
--Top 80 playoff pro teams by normal tiebreakers - 80 teams assuming no CPUs or guts (running total 96) - keep them in the same related leagues
--Top 18 elite teams by normal tiebreakers - 18 teams assuming no CPUs or guts (running total 114)
--Top 14 competitive teams by normal tiebreakers - 14 teams assuming no CPUs or guts (running total 128)
That's 128 teams if nobody guts or demotes or quits. However, they will, so, continue with the list to fill out the rest of the Pro Leagues. Once the Pro Leagues have been filled, we will go through the list and fill out the Regional Pro leagues as follows:
--Remaining pro teams not 15th or 16th, ordered by tiebreakers
--Remaining elite teams not 15th or 16th, ordered by tiebreakers
--Remaining playoff teams from competitive ordered by tiebreakers
--Playoff teams from regional normal ordered by tiebreakers
--15th/16th place pro teams
--15th/16th place elite teams
--Remaining competitive teams ordered by tiebreakers
--Remaining normal teams ordered by tiebreakers
--Semi Pro teams will also promote to Regional Pro Leagues using the usual method we've been using to place them into elite, competitive, and normal.
--Fill with CPUs if needed
