Majors: Strength and Blocking (1 point each per level for ALG)
Minors: Tackling, Agility, Stamina, Vision, Confidence (0.2 point each per level for ALG)
Did I get the majors wrong for the base center position? If I got that wrong then everything goes out the window!
Yes, you got it wrong. I'm unsure where your info is coming from but it's pre-archetype era. Here's the current: http://wiki.goallineblitz.com/index.php/Archetypes#Offensive_Line

With rounding errors the result should be around 101.6, which is really close to 102.something. This leads me to believe my math is reasonably correct. A basic center therefore is a much better build, point wise, than a run blocking center. I wish I had figured this out before I started my run center!
With rounding it's .5->.38->.28->.21; I do not believe it does a ceiling, it does a rounding to the nearest hundredth. So, .005+ goes up and .00499999...- goes down. Take a look here: http://wiki.goallineblitz.com/index.php/Leveling#Value_of_Attribute_Increases_.28Rounded_to_the_Hundredth_Decimal_Place.29
Second, there is no "basic" center; I think you're referring to the pre-AT center. Now it's either run block or pass block.
