I'm about to be a noob to the national pro leagues and I'm wondering if the national pro leagues have an order for which region is the best, or if they are all equal in level.
Everyone has their preference and some leagues tend to be "better overall" on a season by season basis. Traditionally, USA, Eastern Europe, and South America hosted the toughest teams as a whole but elite teams have come from all regions since Season 1. They're all listed as 328+ days old now and you'll find enough competition in any of them tbh.
The problem imo, and i'm sure I'm not alone on this, is that the WL is comprised of 32 teams with 16 being demoted every season. Basically, if you miss the playoffs you move back to national pro in most cases. Some of these teams moving down have 8-8 or even 9-7 records. They're good, damn good by national pro scale. What that results in is the same group of threshold teams (too good for pro, not good enough for world) moving up and down season after season.
To answer your question, they're all equal technically. Due to popular opinion, promotion/demotion, gutting, merging, and "rebooting", you'll find different answers to which is the "best" pro league every season.
Of course CPL is not really helped by the old geezers from LAWN, but this still should give you a good idea how leagues stack up in inter league competition.

That's kinda the point. @milehigh - You can't really judge because for the most part, people don't take scrims seriously. And each season, leagues change. Last season OPL whooped on everyone, this season, not so much. USA has had up seasons, and down season, CPL up seasons and down seasons, SEAPL up seasons and down season, etc. etc.
Best thing for you to do is to get into the forums of each league, read up, see what people are about, and then decide what league you want to try and enter.
