So construction on a new stadium can only be done between playoffs and the start of pre-season?

you can spend the money any time toward section construction. However the sections will not be built until the rollover from one season to the next (usually day 48 rolling over to day -9). So if you were to spend money to build a 100 home corner now, it will not be built until the roll over to season 23.

Seats can be added to sections at any point and will be built immediately.

New season coming up.

This deserves a bump before the day 48 building needs of all these new rookie teams!
