This has some legs and methinks it would be fairly easy to implement but then again I'm no a programmer so I don't know all the logistics to it.

the easy way should be to just subtract the decline penalties kinda like ALG instead of showing them and it would automatically calculate the effective level and SP worth
but then you would effect the cost of raising the skill. If someone holds onto SPs waiting for decline, or trades in BTs you could alllow them to buy back the skill for a lower rate etc

You could just add in a script that when your player hits 440 days old it locks in the current cost of SP's....

Eh, they should just get rid of decline and put in injuries. Once a player hits day 444, they start accumulating a % injury risk. On the days that the roll doesn't catch up to them, they will look just as good as they did on day 443, but if they get an injury roll that game, they could take a hit of 25%, 50% or sit-out the game. They more seasons the play, the less you'll be available at 100% as you will be injured more often.
Injuries would not be in play for anyone under 444 days old.
