maybe he should move this down to the 22 cap league, they might be the only league that can stay below the avg player lvl.

Setting the bar so low isn't going to help you at all! You do know that effective level is changing daily because of training, people leveling and such. So really 517 of today is going to be 518 tomorrow and so on. So the few teams that actually are mediocre enough to be under that 517 level might not even be able to play here because they will be well over that cap soon.
On the other hand I have to applaud you
for trying to come up with a fair way to hold a tourney at this level. I think effective level is an interesting way to do it. I just wish you didn't set the bar so low
