The point is to phase out the VAs over time. After they are out of the game, it should be available as an AEQ. Before then, you'll see people keep the VA and buy it as AEQ. I think that's a combination they want to avoid. Stacking seems to be frowned upon.

That is simply referring to it will not be part of the normal SA tree. It has nothing to do with the equipment being available as an AEQ or not. Now if and when Bort gets AEQ pieces with those SAs added to the store is another matter.
