I would suggest not having the option. Just punt or just kick. You would have to either be stupid or just not have a kicker on the team to not choose kick otherwise. Even a level 1 Kicker can kick farther than most punters. For that matter a level 1 punter can kick (not punt) farther than most punters can punt.
