So here is my proposition....in my other thread, which can be seen here (http://goallineblitz.com/game/forum_thread.pl?thread_id=2552578) I mentioned how broken that Fan Support Really is!!!! I think that not only would this help fix things, but it should allow teams to be more competitive! I know the following is a lot to read, but I do suggest you go through it all:
First off, WEIGHT the last 24 Games. For instance, the weighting system I came up with can be seen here. Each win counts less and less as it falls down the array. Each loss does the same. It only counts wins!!! It doesn't count the losses in the array, because if you don't get the points it already has counted the losses! You can see the total in the chart I have produced.
As far as how playoffs should count, weight these games as well, a 1st round win multiply the value by 2, 2nd round multiply by 3, 3rd and 4th round multiply by 4. This will reward the playoff teams more than a team who goes 16-0 in the regular season and loses in the 1st round. HERE IS THE LINK FOR A VIEW OF THE SPREADSHEET:

Low Income fan support is going to be more fickle about spending their money to come see you. If you won the last game, more of them will show up, while High Fan support is going to be more consistent, win or lose. It should count losses MORE than wins however. The win spreadsheet should look like this, the loss spreadsheet should look more like that *1.25 (on a sliding scale as well!!! So a loss 5 weeks ago should count maybe *1.10), however should have a low cap, like I think it does now.
As you can see, you can win without having ANY playoff wins in the last 24 games you played, and your max fan support without bonuses will be 100/89/69. If you win playoff games, that changes...however if you will have appropriate bonuses that will impact your team positively, and they are as follows!!
Making the Playoff Bonus - +5 low, +2 Medium, +1 High
Championship bonus - +12 low, +9 medium, +7 high for 5 seasons, +2 low, +2 medium, +2 high permanent support
Runner Up Bonus - +8 low, +4 medium, +2 high for 3 seasons, +1 low, +1 medium, +1 high permanent support
Loyal Fan Bonus - Everytime you have a playoff win you gain +2 low, +1 medium for 10 seasons. Max 10 playoff wins.
Winning Past Bonus - Takes into account every game played BEFORE the 24 game tracker. If you have a winning past before the season starts, it gives you a bonus based on winning %. This bonus goes away at the end of the season, recalculates, and reappears before the next season.
>50% - +5 low, +4 medium, +2 high
55% - +7 low, +6 medium, +4 high
65% - +9 low, +7 medium, +5 high
70% - +11 low, +8 medium, +6 high
75% - +13 low, +9 medium, +7 high
80% - +15 low, +10 medium, +8 high
85%< - +15 low, +11 medium, +9 high
The cap for fan support will still be 100 as it applies to ticket sales, however when the bonuses are handed out at the beginning of every season, the max to start a season will be 120 for everything. So if you start a season by losing, it will not hurt your fan support until the 3rd or 4th game. For instance, you go 24-0, win the championship. You will start with 120/120/120 fan support most likely. If you drop your first 3 games, it will only bring you down to around 100/100/95. The effects of the championship win are still being celebrated in the city despite your rough start.
I think that implementing this will make it MUCH more fair to teams who have a strong history but have had a rough start or a rough season, while not hurting those teams in the gutter much as there will still be a low cap...but one win can help your teams outlooks tremendously.
