seriously, 996th on the waiting list? Do they plan on expanding the # of leagues or are my hopes of getting a teams shot?

Can I change my preferred regions without disturbing my spot in line? And if I want a new (non-gutted, low level team) do I need to wait for Bort to announce them first?
