Tell me how to be an OC in Casual. Specifically how to limit number of plays firing!

to limit the number of plays that can be used is done solely with the formation section. If you put in the percentages in the formation section, it'll use them to use those formations. Outside of that, you don't control what plays within those formations are used (at least to my knowledge).
As for how to OC in Casual -
1: know what type of offense you want - Run heavy, pass heavy (short, medium, long?), use the short passing game as an extension to the run game, Mix between run and pass, QB run heavy, mix between the two (a lot harder to effectively do in casual without building both as dual threat or using the wildcat preset), etc... If you're coming into a team that is already set, then you need to look at the roster to see what would work best.

Offensive Playbook (formation section) - This is where you choose which formations you want to use
Basic Playbook - uses all formations
The rest are pretty self explanatory.
Run/Pass Percentages - This is where you decide how often you want to run vs pass.
Run play calling - This is where you fine tune your run play calling
Inside/Outside percentages - how often you want to run inside vs outside
Right/Left percentages - how often you want to run right vs left
HB/FB/QB percentages - How often you want the ball going to the HB, FB and QB in running plays
Pass Playcalling - This is where you fine tune your pass play calling
Short/Medium/Long percentages - how often you want to pass short, medium or long
Pass to the WR/TE/FB/HB percentages - how often you want the ball going to the WR, TE, FB, or HB
TE Block Left/Right or run route - Run route should be similar to how often you want the ball going to the TE then decide how you want them blocking the rest of the time
FB Block Left/Right or run route - Run route should be similar to how often you want the ball going to the FB then decide how you want them blocking the rest of the time
HB Block Left/Right or run route - Run route should be similar to how often you want the ball going to the HB then decide how you want them blocking the rest of the time
Score based playcalling - This is where you decide if you want the AI to change up how the plays are called based on the score
Pretty self explanatory
Passing down Long distance - This is where you decide what is considered long distance (anything from the number you put in or larger to get the first down)
Two Point Conversion options - This is where you decide how often you want to attempt the 2 point conversion
Field Goal Range - This is where you put in the max distance you want to attempt a FG from
Blitz pickup audibles - This is where you decide if you want the QB to hold the TE/FB/HB back to block instead of running a route
3: it's pretty straightforward, but you still need to find what works for the team and what doesn't.

I wound up using almost entirely the default GLB presets on offense. The defenses are so vanilla it is near impossible to account for specialists with casual defense as you can in regular. The tagged GLB defense preset is mostly garbage.
