It is about winning percentage. winning percentage = wins/total games. Ties count as .5 win and .5 loss.
14-0-2 = 0.9375
14-1-1 = 0.90625

If the winning percentage is tied, then who ever has the lower points scored against is ranked higher.
At least that is what I have observed in this game.
