This is my guess for an explaination why it's not stickied:

The site position towards slowbuilding is one of unenthused tollerance and acceptance. Slowbuilding is not embraced. They accept it because it's a wildly popular build strategy that follows the rules the admins put in place. Still, they don't want to sticky a guide that explicitly promotes the slowbuilding strategy.

Or maybe not. I'm not proxy to any closed discussions, it's only what I believe based on some Bort posts I remember from way back regarding slowbuilding. Regardless, for any newbies out there, this is definatly the best build guide out there- mod approved or not.
