That's a distinct possibity at this point and is under consideration, at least for this first iteration of the TOCC

Sent a message to support, this is the be-all end-all of promotion blunders. I win a 24 cap leageu with a bunch of 22-26 level players and jump 3 cap league levels and that team slides in a single cap promotion above them with the hardest and highest Casual League championship just won! Na, i don't think so!
