I agree pre lvl-13, but after lvl 13, the exp gain from waiting to boost is minimal. A lvl 13 gains roughly 60 exp more than a lvl 16 per game, and of course that gap slows down because the lvl 14 turns into a lvl 15, etc (at about the same rate a lvl 16 turns into a lvl 17). So, the absolute maximum that could be lost by boosting from 13-16 (and it lessens as you go, of course), is half a level.
At this juncture in player's careers (post-lvl 13), waiting to gain maximum exp shouldn't be the main motivator for waiting to boost, really. It should be to gain as much information as possible to make the most informed decision, because that it much more important than half a level of exp, I think.
