It actually tops out at 5% at level 71, because back when I wrote it I only had training info up to about that level, I've never gotten to adding more training. You can do it yourself by editing the "trnamts.xml" file and adding rows for higher levels:
i.e. if I wanted to set training amounts for an attribute at 72 I would add this to the file inside the <train> node:
<LEVEL><ATTR>72</ATTR><PCT>04</PCT></LEVEL>
I would suggest using notepad to edit the file.
I'm about to do another release to fix a few bugs and I'll run the attrs on up as high as I can on that release.
