Im currently a level 4....where can I improve. I have no special abilities. Im a receiving TE.

stamina and put some points into w/e speed/agility special abilities TE's have

Agility

Jumping is way to low if you want to be a recieving TE. Gotta go up and catch that ball

Also, your still a TE your going to have to block a few times, you know? So you might wanna get strength & blocking up also

While we are the subject, how mine? My specials are (Blocking) 111 and
(receiving) 1111.

Strength: 18 Blocking: 23
Speed: 14.6 Tackling: 10.68
Agility: 14.37 Throwing: 10
Jumping: 10 Catching: 19
Stamina: 23.69 Carrying: 11.75
Vision: 17 Kicking: 7
Confidence: 11.2 Punting: 8

Speed needs to be around 30.

Is it possible to be an effective receiving TE with Strenght, Vision and Catching mostly? Not so high on speed and Agility, but with the receiving ability?

Agility is definitely important for a TE. If you can't get open none of the other stuff matters.

Increase stamina to at least 20+ and vision needs to be increased too...Otherwise I think you are headed in the right direction.
