Is his throwing too low?

He's a level 23

Most people would tell you that it is, but I don't think so. To me, an ideal QB has 60 THR 60 VIS 40 STR and a full SA PP tree.

Vision needs to be higher than throwing

Confidence is a bit low too. Getting your confidence up should help prevent you from throwing repeated interceptions from what I hear.
