I recently raised his agility up over 40 thinking it would help. But still this game, the DE he was against got 10 hurries by running around him like that. Do you think it's a vision thing? Or more blocking needed?

Looks like the DE has a lot of speed. You might just have to bump that up a bit.

Blocking. The DE ran up to you and bounced off because he shed your block so easily.
