I have a DE with an All DE D rank of 39 vs an effective level of 9. In my brain I’m thinking my LV 79 DE is manure but according to the rankings he’s in the Top 50! What am I missing here??

Check ELV taking into account the number and type of AEQ
As a guide.....3 pieces of 5% AEQ ....ELV 1450
.....4 pieces of 5% AEQ.....ELV 1330 +
Then check game stats taking into account opponents "strength"
Check agents homepage dots and get an idea of the teams this agent has dots on
