It is a small penalty for similar positions like an OT playing G or a CB playing WR (I would assume if WR is considered similar, FS should definitely be considered similar)

Honestly your best bet might be doing a speed check with the Scouting Script and extrapolating the percentage based on that.

Reaction time and Acceleration is what I noticed....So a CB playing Safety has a few factors to be considered...Does the CB have zone and/or ball hawk ....Will he "play" on zone plays and does he have any INT ability....Tackling would be a factor ....The OOP penalty would be around 3 to 5% I believe but suitable SAs/Skills would/could combat that....Combo CBs are a pretty safe option of you are light at FS or SS or even not fully rostered
Big Caution.....Check Stamina and sub in numbers....imo unless "roster necessary" keep his plays at a lower level as w'o decent STAM he will fade quickly because he has to work "harder" to overcome the OOP penalty

Its not the same position KOB asked about, but back in the day a couple of different teams tried putting receiving TEs of mine at WRs on certain plays. In each instance they were TEs that put up decent numbers at their regular position, and had 160ish speed. I don't know if any of those TEs ever racked up a catch while playing out of position.
