In order for Pass Blocker to work does the player's tactics have to be set to Pass Blocking??

Pass Blocker, no. It's self limiting by down and distance.
Pocket Defender, yes. Does nothing on Run Focus, and halved on no focus. It's always active on every down though.

Pass Blocker: No, it is restricted by the down and distance.
Pocket Defender: Yes, it has no effect on Run Focus and is reduced by half when there is no focus. However, it remains active on every down.
