Correct.
If it's before the ball gets to the receiver, then it's Interception %. After the WR misses, then it's Catch %. In theory, the ultimate Interception defender would have both, but there's more important things to do with the gear slot. The number of times both the defender and receiver fail the first time is pretty small.
Maybe Bort will open up a 5th slot one day
