I believe you're basically right - I think it's maybe day 5, not day 4, but whichever one it's always been, I don't believe it was changed at all after the crash.

I'm doing the same thing. Don't have an immediate use for 40+ TPs.
Also remember though, old dots don't get locked out of the bonus. It's just a lock for Age 0 dots to prevent excessive re-rolling, trying to get break throughs
I can't remember the time exactly but 4 does sound familiar. Day 5 is probably safe bet.

Can absolutely confirm Day 5, they're back on for rookie dots.
Didn't try yesterday. But at least Day 5 for certain.
