Plz remind me that all skill counts, ie. 96% of training progress as a final with no training left to roll it over will count as 100.96 or just 100 in any roll calc?
I try to have them as close to full then roll em over with last few trains but some times doesn't work

Unfortunately, no. The ATT levels already have decimal places on them, but the training progress is all or nothing - if you're 90% trained or 3% trained on an ATT, it's exactly the same.
