I have route tech over 80 and Gold Hard Cut...It's very rare to see it fire. Like 2-3 times a game rare. Is this just a terrible ability?

HC is OP. If it's not firing, then you're not using enough plays where your WR is actually cutting

TEs benefit from it quite a bit, as many of their routes have cuts which trigger it.
