Anyone have the numbers for this that shows when to stop or what is max?

SAs and VAs are independent.

For SAs, there is no theoretical cap, but there is diminishing returns after 10. 13 is a number that gets thrown around a lot.

VAs cap out at 75%, usually, with potentially some unconfirmed exceptions

Do we still start getting VA's at Level 25?

It's now age-based instead of level-based. You'll start getting VAs the day your dots turn 41 days old (you'll get 2 VA points just the way you used to), and start getting VXP that day as well.

From Bort's FAQ announcement:

Age 41 - 80
XP/day: 150
XP/game: 475
TP/day: 4
VXP/day: 500
Gain +2 VP at start of this age tier
