Agents including myself from last season haven’t gotten our S* progress. We all made the dots and bought the final 2 rookie teams last season for that reason.

These are agents I can think of that it has occurred too. We all should even have the players still before retiring them and building our new dots, we need the progress.

Where the created before or after the cutoff for Superstar points?

This is a bug or bad logic. please tell me; is this game set up so that I spend months earning a superstar by going through the tiers, Then if I delete the Superstar in his first season I have to go through more months to remake a star I just deleted? If that is not a bug what sense does it make? How does it help the game to penalize users who earned star eligibility for trying to remake the star? How would the game be hurt if one was allowed this?

So is that how the game plays? What exploits is this trying to prevent if this is not a bug?

If it is like this change it. There is no exploit to justify not allowing a user who just deleted a star to recreate one.

While it's not a bug, it's pretty shitty. Would be kind of nice to just remove the 'made before day x' restriction on players.
